Abstract:  The attendant problems of rapid urbanization and lack of rural development remain the dominant forces  in shaping settlement patterns in the region. The workshop considered the training of "front-line" workers in belief that training people who can help communities help themselves.
These proceedings are divided into 3 sections:
1. The settlements situation - brief reports from each participation delegation.
2. Training case studies - illustrate some of the general issues that were raised about training.
3. Working group discussions.
