Abstract: Matatu's are small scale transporters of commuters and goods, owned and licensed as private vehicles. They are an example of the spontaneous generation of an informal transportation network in a situation where formal public transport service are inadequate. This report is both  a description of the present state of the matatu service industry and an analysis of the main policy issues pertaining to the role of matatus as part of the public transport industry.
